- Cook the Ground Beef: In a skillet, cook 1 pound of ground beef according to the instructions on the two taco seasoning packets (use both packets for extra flavor). Once cooked and seasoned, set the beef aside.
- Fry the Tortillas: Heat about ½ cup of canola oil in a large skillet until hot enough for frying. Fry the small flour tortillas, one or two at a time, flipping to cook both sides until lightly crisped, about 1-2 minutes per side. If bubbles form on the tortilla surface, gently press them down with a spatula. Once fried, drain the tortillas on paper towels or transfer to a wire rack to cool slightly.
- Prepare the Pizza Base: On a large baking sheet lined with parchment paper, arrange half of the fried tortillas. Spread approximately half of the red enchilada sauce evenly over each tortilla.
- Layer Refried Beans and Beef: Evenly spread refried beans over the enchilada sauce layer, then distribute the cooked ground beef over the beans. Sprinkle half of the combined shredded Cheddar and Monterey Jack cheeses on top.
- Add the Final Layers: Place another tortilla on top of each layered pizza. Spread the remaining enchilada sauce over the top tortillas and sprinkle with the remaining shredded cheeses.
- Bake Until Cheese Melts: Preheat your oven to 375°F (190°C). Bake the assembled Mexican pizzas for about 10-15 minutes, or until the cheeses have melted and are bubbly.
